On 6 April 2005 the Government issued a Directive to implement. The Work at Height Regulations. These Regulations places duties on employers, the self-employed and any person that controls the work of others to the extent of their control (for example facilities managers or building owners who may contract others to work at height). To comply with The Work at Height Regulations, duty holders must ensure:-
  • All work at height is properly planned and organised;
  • Those involved in work at height are competent;
  • The risks from working at height are assessed and appropriate work equipment selected and used;
  • The risk associated with fragile surfaces are properly controlled; and Equipment for work at height is properly inspected and maintained.
‘In 2001/2002 68 people died and nearly 4,000 suffered a serious injury as a result of a fall from height in the workplace.Falls from height are the most common cause of fatal injury and second most common cause of major injury to employees, accounting for 15% of all such injuries.Experience shows that these events usually arise due to poor management control rather than because of equipment failure.Common factors include:
  • Failure to recognise a problem. Failure to ensure that safe systems of work are followed.
  • Failure to provide safe systems of work. Inadequate information, instruction, training or supervision provided.
  • Failure to use appropriate equipment.
  • Failure to provide safe plant/equipment.’ (taken from the HSE website)
